Since April 2005 when the revised Pharmaceutical Affairs Law went into effect, individual pharmaceutical companies have been increasingly looking for outsourcing partner for pharmaceutical formulations and packaging. According to the financial data available from a total of 25 companies providing such services, the total contract value increased 23% to JPY47.3 billion in 2006, compared to JPY 38.5 billion that was reported in 2004, while their total revenues declined over the same period.

Not only small companies but even some leading pharmaceutical companies entered, or have shown interest in entering this market. With a majority of these drug formulation and packaging companies being comprised of generic pharmaceutical manufacturers, their supply capacity for these custom services is increasingly becoming tight, due to the significant growth of sales of generic drugs in recent years,
